Landesweite Raumordnungspläne sind verpflichtend in allen Flächenländern Deutschlands aufzustellen (vgl. §13 Raumordnungsgesetz). Im Saarland bestehen zwei separate landesweite Raumordnungspläne. Der Landesentwicklungsplan Teilabschnitt „Siedlung“ stellt ein Planwerk für eine nachhaltige und umweltverträgliche Siedlungsentwicklung dar. Im Landesentwicklungsplan Teilabschnitt „Umwelt“ liegt der Fokus auf flächen- und standortbezogenen raumordnerischen Festlegungen.

State-wide spatial development plans must be drawn up in all Germany's rural states (cf. §13 Spatial Planning Act). In Saarland there are two separate state-wide spatial development plans. The "settlement" section of the regional development plan represents a planning framework for sustainable and environmentally friendly housing development. In the "Environment" section of the regional development plan the focus is on area and site-specific spatial planning provisions.

Il est obligatoire de réaliser des plans de développement nationaux pour chacun des grands Lander fédéraux de l’Allemagne (cf. §13 de la loi sur l’aménagement du territoire). En Sarre, il existe deux plans de développement nationaux individuels. Le plan de développement régional, section “ zones d’habitation ”, constitue un plan directeur visant à développer des zones résidentielles à caractère durable et respectueux de l’environnement. Dans le plan de développement régional, section “ environnement ”, l’accent est plutôt mis sur des spécifications d’aménagement du territoire liées à des zones et des sites.

Against the backdrop of global developments, the United Nations have enshrined a set of common goals for sustainable development in the "2030 Agenda". The aim is to counteract the high greenhouse gas emissions and high resource consumption, which by far exceeds existing renewable resources. With its sustainability strategy the state of Rhineland-Palatinate has a policy instrument that aims to preserve natural resources and achieve an efficient economy using minimal resources.

Dans le contexte des évolutions en cours à l’échelle mondiale, les Nations Unis ont introduit dans leur “ Agenda 2020 ” des objectifs communs en faveur d’un développement durable. Il y est envisagé tant de lutter contre les émissions de gaz à effet de serre élevées que de faire baisser la consommation de ressources immense car cette dernière dépasse de loin les ressources renouvelables disponibles. Avec sa stratégie de durabilité, le Land de Rhénanie-Palatinat dispose d’un instrument politique qui vise en même temps à preserver les bases de vie naturelles et à favoriser une gestion économique performante à basse consommation de ressources.
