This article analyses cross-border employment and secondment of employees within the greater region, SaarLorLux. It questions the practices that have developed from these forms of mobility within this cross-border space at the contact point of 4 European countries (France, Germany, Luxembourg and Belgium). It shows that these two forms of employment mobility demonstrate the right to mobility within Europe, which is one of the most important results of European integration. In order to support this, the author has performed various activities on site, e.g. in the scope of interviews with economic and social actors in the greater region.

In the greater region SaarLorLux, the development of atypical forms of secondment of workers between Luxembourg and Lorraine was followed. This article focuses on the cross-border secondment of temporary workers from Luxembourg to Lorraine. It turns out that French nationals are often seconded to Lorraine as temporary workers by Luxembourgian agencies. Sometimes they will work close to home. This document is structured into three parts. First, it presents the most important socio-economical dimensions of these secondment practices. Then it shows how the different economic dynamics and social legislation between countries contributed to the development of cross-border mobility (which includes the secondment of workers). Finally, it presents the current elements of the debate about secondment from the point of view of the local representatives of Luxembourg's temping agencies, representatives of the labour union and those responsible at the French labour inspection. The temping agencies in Luxembourg therefore play a determining role for Luxembourg and Lorraine. They use the different tax and social legislations on the order of the companies in Lorraine. For them, temporary workers of Luxembourgian agencies are less expensive than temporary workers from Lorraine. These are qualified workers for industry and construction. They are seconded for relatively long periods and for permanent tasks. These are also workers who have worked for Luxembourgian agencies for a long time. The different levels, employer costs, social security benefits and wages form the basis for the development of such practices. According to those responsible in the temping agencies, such practices are legal, even though they are viewed very critically by labour unions and employees in Lorraine. The labour inspectors also consider them insufficiently controlled due to lack of funds.

The book essentially questions the way spaces can be described and empirically studied within or as cross-border relations. To do this, the author focuses on border dwellers in the Greater Region of SaarLorLux, insofar as its circular mobility structure and its presence in multiple neighbouring areas may be considered exemplary for cross-border life realities. The book hypothesises that spaces, rather than being pre-existing, allow for the development of subjectively significant spatial relations through cross-border activities. The concept of space therefore describes the significant social relations developed through border dweller practices, which are partially operationalised and studied empirically through socio-cultural questions.

The Centre for Border Region Studies in the University of Southern Denmark, in Sønderborg (founded in 2016, based on a research tradition dating back to 1976), links the Faculty of Human Sciences and the Faculty of Social and Economic Sciences for interdisciplinary and comparative research work using qualitative methods. Specifically, the disciplines represented for research in the field of European cross-border regions are anthropology, geography, history and political sciences.
The research themes are structured using four fields as indicated by the Centre for Border Region Studies:

  • The role and developing functions of borders and cross-border regions
  • Current cross-border European regions: conflicts and cooperation
  • The role of (cross-border) regions and of the European Union
  • Minorities in European cross-border regions

Universities in the European border regions are facing special challenges due to their geographic location. These challenges may also be viewed as opportunities. Political representatives from the border regions confirm their willingness to engage in stronger European integration in the areas of education and research. In fact, the spatial proximity facilitates international research cooperation, student exchange in general and creation of special coordinated bi- and trinational study programs. The site also leads to special research topics in subjects such as economics, law, literature and cultural sciences. These can be processed by scientists on either side of the border. The quality of personal contact turns out to be supporting pillar for innovative border-crossing programs in all areas..

Continuing training is an essential component of the labour market in the Greater Region and of the Lisbon Strategy. And yet it is a reality that is hard to harmonise at European level and one which resists statistical analysis. Only the European statistical surveys, in particular the labour force surveys, get anywhere a satisfactory degree of comparability of the indicators. They indicate the insufficiencies and imperfections of the continuing training systems in the Greater Region. Thus rates of participation were stagnating in the different components of the Greater Region at the end of the period, and even falling in Luxembourg and Wallonia, remaining below the European target of 12.5%. The allocation of continuing training efforts appears to be suboptimal insofar as it is the best rained works in large companies that have the best access to continuing training (cf. "all other things being equal" analysis). As for the content of the continuous training, an excessive focus on the current workstation means there is a risk of failing to meet the European target on "flexicurity". If the continuing training systems in the Greater Region have some identical features, the differences are worthy of note.

For example there is a more pronounced openness in the Luxembourg and Walloon systems, which allows for training that is less connected to the current post and extends outside of working hours. Lorraine stood out for its higher rate of participation at the end of the period, although this comes at the price of shorter training courses. In 2020, continuing training remains a challenge for Europe and the Greater region, with a target of 15%. Even more so as the current economic difficulties risk curbing efforts in continuing training, even though they are a lever for emerging from the crisis.

Based on a wide-ranging survey carried out in 2010 and 2011 with a representative sample of cross-border workers in Luxembourg, the CEPS/INSTEAD has published, in conjunction with Forum EUROPA, the University of Strasbourg and the CNRS, a collection of articles devoted to the everyday lives of cross-border workers. It contains 13 sections on a range of complementary topics, which together form a synthesis of the main findings on the mobility of cross-border workers. One of the main findings of the survey is the significant increase in the use of public transport as a main means of commuting, even though car use continues to dominate. The quality of the public transport offer (journey time, services, reliability, comfort, etc.) plays a decisive role in cross-border workers' choice of transport mode, as do parking facilities at the place of work. Cross-border workers live an average of 44 km from their place of work and take 53 minutes to get to work. This distance from the place of work means that half of cross-border workers leave home before 7 am. 60% of car drivers say that they are satisfied or very satisfied with their commuting arrangements. Cross-border workers who take the train are generally more satisfied, with 74% saying they are satisfied or very satisfied. Furthermore, it is among those who take the train that fatigue makes itself felt the least compared to everyday perceptions in the different modes of transport. If 73% of cross-border households have at least two cars, generally opinions about cars are quite contrasted. But cross-border workers' mobility is not only limited to commuting for work, since one person in five crossing the border goes to Luxembourg for a non-work-related activity, mainly to eat out or to go shopping.  On average, people crossing the border spend 2 hours a day and cover 100 km for all their movements.

The Central European Service for Cross-border Initiatives was founded in 2009 according to the model of the French association Mission Opérationnelle Transfrontalière. The centre would like to make implementation of cross-border projects possible. It is supported on a national level and summarises the actors of the border areas. This way, it can promote a structured dialogue between the (national and European) authorities and between the local and regional actors.

The borders are omnipresent within the greater region. The differences (in the areas of economics, social matters, tax matters, real estate, etc.) that they create are frequent reasons for mobility. Since an increase of moves from Luxembourg to the border regions (Saarland, Rhineland-Palatinate, Lorraine or Wallonia) has been observed recently, this work tries to determine the most important reasons and consequences of this phenomenon with its many facets.
