Cross-Border Employee Mobility as a Resource for the Greater Region?

The Greater Region is a border region with one of the highest numbers of cross-border commuters. Can cross-border employee mobility be discussed in view of the numerous (economic, demographic, environmentally-related, etc.) challenges as resource for the border regions?
